Will the game have visual character customization(skins) next to the mods and hoverboard upgrades?

  I heard people talk about the mods and the hoverboard stuff. But will we get skins for all characters?

  I'm assuming there will be skin customization after the alpha. They might have skins during the alpha but I doubt it.
