Mekko is abit small for a 10 yr old dolphin

A 3 yr old dolphin just as big as humans, at around 1.7 metres in length? while adult dolphins are like 3.5 metres long. so how is Mekko so small. could it be a part of the experimentations done on him? make him smaller to be more versatile and maneuverable? from a google search the smallest dolphin species is a hectors dolphin which grows up to 1.2 - 1.6 metres in length. so is it possible he is just a smaller species of dolphin?
