Mods rewards seem bugged

Firstly I started by scrapping all my new mods because when you get new ones it looks like you have to press "F" to unlock the mod...
Secondly mods seemed to randomly give me all those I have already, I feel that it's too much to be bad luck, anyone else have that issue ?

Yes, I've had the level-up reward give me mods I already had. It seemed like it credited me the 50 currency for them, although I'm not 100% sure.
